Elyse ALLAN Elyse ALLAN, CEO, GE Canada

Ms. Allan was appointed to her post in October 2004, with a mission to grow GE’s businesses in Canada, and to advance the company’s leadership in technology, media, and financial services. The appointment marked Elyse’s return to GE, where she began her career in 1984. Prior to her current position, Ms. Allan was President and CEO of the Toronto Board of Trade and, before that, a senior executive at Ontario Hydro. Aside from her work at GE, she contributes to these goals as a Director of the Canadian Council of Chief Executives, the C.D. Howe Institute, the Public Policy Forum, and the Ontario Investment & Trade Advisory Council. She has served on the Greater Toronto Marketing Alliance, and the National Roundtable on the Environment and the Economy.

Colin ANDERSEN Colin ANDERSEN, CEO, Ontario Power Authority (OPA)

Colin Andersen was appointed Chief Executive Officer of the Ontario Power Authority (OPA) in September 2008. Prior to joining the OPA, Mr. Andersen held a variety of senior financial and policy positions in the Ontario Public Service. Most recently, he was Deputy Minister, Ontario Ministry of Finance; Secretary of Treasury Board; Deputy Minister, Ontario Ministry of Revenue; Chair of the Ontario Financing Authority and Chair of the Ontario Electricity Financial Corporation. He has also served as Deputy Minister of Policy, Cabinet Office and Acting Deputy Minister in the Ministry of Health and Long Term Care.

Perrin BEATTY Perrin BEATTY, President and CEO, The Canadian Chamber of Commerce

The Honourable Perrin Beatty is the President and Chief Executive Officer (CEO) of the 175,000-member Canadian Chamber of Commerce, Canada’s largest and most representative national business association. Prior to joining the Canadian Chamber in August 2007, Mr. Beatty was the President and Chief Executive Officer of Canadian Manufacturers & Exporters (CME). He was elected to the House of Commons as a Progressive Conservative and in 1979 he was appointed Minister of State (Treasury Board) in the government of Joe Clark. He held six additional portfolios in subsequent Progressive Conservative governments. In 1995, Mr. Beatty was appointed President and CEO of the Canadian Broadcasting Corporation (CBC), a position he held until joining CME in August 1999.

John M. BECK John M. BECK, Chairman and CEO, Aecon Group Inc.

Mr. Beck is Founder, Chairman and Chief Executive Officer of Aecon Group Inc., Canada’s largest publicly-traded construction and infrastructure development company. Aecon is a leader in providing services to private and public sector clients throughout Canada and internationally. He is the government-appointed Chairman of the Board of the Ontario Power Authority, a government agency with responsibility for planning and procuring all of the province’s power needs for the next 20 years. He also chairs the Board of Directors of Canadian Highways Infrastructure Corp., and serves as a Director of the Canadian Council for Public Private Partnerships.

Fredric S. BERGER Fredric S. BERGER, Chairman, The Louis Berger Group

Fredric S. Berger, became Chairman of The Louis Berger Group, Inc.(LBG) in 2007. Previously he was a Senior Vice President actively involved with corporate affairs and projects in, and traveling regularly to, Afghanistan, Japan, the United Arab Emirates and Qatar. He served as LBS’s first Corporate Ethics Officer and continues to oversee its Quality Assurance Program. Since then Fred’s involvement with development work, primarily in the transport sector, has spanned all four LDC continents and includes technical contributions to or active supervision of projects in some 70 countries. In addition, Fred currently serves a series of organizations.

Michael BERNSTEIN Michael BERNSTEIN, President, Macquarie Capital Funds Canada Ltd.

Mr. Bernstein is the President of Macquarie Capital Funds Canada Ltd. and a Senior Managing Director of the Macquarie Group. He also serves as the President and Chief Executive Officer of Macquarie Power & Infrastructure Income Fund (TSX: MPT.UN). From May 2005 to April 2009, Mr. Bernstein served as head of Infrastructure and Utilities Advisory for Macquarie Capital Markets Canada. From 1996 to 2005, Mr. Bernstein was a senior executive with CIBC World Markets’ Power & Utilities investment banking group where he provided advisory and M&A counsel to a range of corporate and government clients and played an integral role in numerous successful IPOs and capital raisings.

Leon BLOOM Leon BLOOM, Deputy Managing Partner – Global Financial Services Industry Practice, Deloitte Touche Tohmatsu

Leon Bloom is a Partner with Deloitte & Touche LLP and is a member of the Management Board of the firm’s Global Financial Services Industry (GFSI) practice. He is also a co-architect of the Deloitte & Touche Enterprise Risk Management methodology and has led its implementation in some of the world’s leading financial institutions. He has had numerous related articles published including in American Banker, European American Business Journal, Bank Director, Bank Accounting & Finance, Canadian Treasurer, Journal of Information Systems, Boardroom Intelligence, Australian Banking & Finance, and CA Magazine. Compton BOURNE Compton BOURNE, President, Caribbean Development Bank

Dr. Bourne’s experience as academic researcher and advisor/consultant spans the fields of development banking, macroeconomic policy, human resource development, and higher education policy and management. He worked as an international consultant to governments, multilateral banks and organizations like the World Bank, the Inter-American Development Bank, the Commonwealth Secretariat, the Caribbean Community Secretariat as well as the Caribbean Regional Negotiation Machinery. As the President of the Caribbean Development Bank President, Dr. Bourne allowed the Bank to meet the challenges of helping to transform Caribbean economies to eradicate poverty within the framework of sustainable development. Dr. Bourne has also been Pro-Vice Chancellor and later Principal of the St. Augustine Campus of the University of the West Indies.

Len BRITTAIN Len BRITTAIN, President-Elect, Government Finance Officers Association

Mr. Brittain is President-Elect of the Government Finance Officers Association of the United States and Canada (GFOA), a Chicago based organization with almost 18,000 members dedicated to enhancing and promoting the professional management of governments. He will become president in June, 2010. He is also the City of Toronto’s Director of Corporate Finance, under which he manages $4 billion in investments, $3 billion in debt, insurance and risk management, and financial oversight of subsidiaries. He oversaw the financial analysis of major capital projects such as Metro Hall and the Green Lane landfill site and developed the City’s first long term fiscal plan.

Michel A. Brunet, Chair and Chief Executive Officer of Fraser Milner Casgrain LLP, has more than 30 years of experience in selling, acquiring and financing businesses. A much sought-after lecturer and panelist on matters pertaining to corporate law, Mr. Brunet sits on the boards of several charitable organizations. In 2002, he was appointed Honorary Vice-Consul for the Principality of Monaco in Montréal. Mr. Brunet joined FMC 1994 as a partner and was appointed Managing Partner in 1999, a responsibility that he held until February 2001. In that capacity, he supervised the integration of the Montréal office into the newly merged entity Fraser Milner Casgrain LLP in June 2000.

Adolfo CARRION Jr. Adolfo CARRION Jr., Director of the White House Office of Urban Affairs and Deputy Assistant to the President

Adolfo Carrión, Jr. is a Democratic politician of Puerto Rican descent from City Island, located in New York City, New York. He has served for six and a half years as the 12th Borough President of the Bronx, the Chief Executive of the Borough. He is the highest ranking Black Latino elected official in the State of New York and also serves as the President of the National Association of Latino Elected Officials (NALEO). On February 19, 2009, President Barack Obama chose Mr. Carrión to be Director of the newly-created White House Office of Urban Affairs Policy, and he stepped down from the Borough Presidency on March 1.

Ann CAVOUKIAN Ann CAVOUKIAN, Information and Privacy Commissioner of Ontario

Dr. Ann Cavoukian is recognized as one of the leading privacy experts in the world. An avowed believer in the role that technology can play in protecting privacy, Dr. Cavoukian’s leadership has seen her office develop a number of tools and procedures to ensure that privacy is protected in Ontario – and around the world. Initially appointed in 1997, her role in overseeing the operations of the freedom of information and privacy laws in Canada’s most populous province has been extended to 2014. Like the Auditor General, she serves as an Officer of the Legislature, independent of the government of the day. Dr. Cavoukian’s published works include Who Knows: Safeguarding Your Privacy in a Networked World (1997), written with Don Tapscott, and, The Privacy Payoff: How Successful Businesses Build Customer Trust (2002), written with Tyler Hamilton.

Wesley CLARK Wesley CLARK, Former Supreme Allied Commander Europe of NATO and Co-Chairman, Growth Energy

General Clark serves as Chairman and CEO of Wesley K. Clark & Associates, a strategic consulting firm; Chairman of investment bank Rodman & Renshaw; Chairman of Emergya Wind Technologies Americas; Co-Chairman of Growth Energy; senior fellow at UCLA’s Burkle Center for International Relations; Director of International Crisis Group; and Chairman of City Year Little Rock. General Clark serves as a member of the Clinton Global Initiative’s Energy & Climate Change Advisory Board, and ACORE’s Advisory Board. Clark retired a four star general after 38 years in the United States Army. Terence CORCORAN Terence CORCORAN, Editor, Financial Post and Financial Post Magazine

Terence Corcoran is one of Canada’s leading business writers and editors. He became editor of the Financial Post, Canada’s oldest business newspaper, when it was incorporated into the National Post, a new national newspaper launched in 1998. He joined the Post after 10 years as a columnist with The Globe and Mail. As a journalist, Mr. Corcoran has been writing on business and economic policy matters for most of the past 35 years, bringing a free-market perspective to Canadian economic and political affairs. He won awards for news reporting in 1976 and editorial writing in 1984. He was co-author of Public Money Private Greed, a best selling book on a major Canadian real estate scandal surrounding the collapse of three Ontario trust companies in 1982.

David CURTIS David CURTIS, Director, Asset Management Processes and Policies, Hydro One

Mr. Curtis works in Hydro One as the Director of Asset Management Processes and Policies. In his current role, David oversees development of long-term asset plans, coordinates formulation of policies and processes and promotes corporate initiatives such as the development of the “Smart Grid”. David has worked in the electricity utility industry in Ontario for over thirty years in a variety of capacities. He has worked in transmission and distribution system planning, transmission regulatory affairs, corporate strategic planning, and power system planning.

Marc DEVLIN Marc DEVLIN, PROTRANS BC Operations and Senior Vice-President, Transportation and Industrial Operations, SNC-Lavalin Operations and Maintenance

Mr. Devlin is responsible for both operations and growth within the Transportation and Industrial Group of SNC-Lavalin Operations and Maintenance. His operational responsibilities include leadership of Brun-Way Highway Operations in Fredericton New Brunswick, the GTAA CUP and Cogeneration power operations in Toronto, PROTRANS BC Operations Inc in Vancouver, and PROTRANS WRB Operations in Kelowna. The scope of operations within the Transportation and Industrial Group is focused on rail and transit, infrastructure and highways, power plants and water treatment facilities. He has been instrumental in the completion of projects as diverse as the design and manufacture of the Space Station robotic arm for the Canadian Space Agency and NASA, to the management of large integrated programs and operational organizations at General Motors, Pratt & Whitney and L-3 Communications. Mr. Devlin is a member of the SNC-Lavalin Management Committee.

Gautier DIRCKX Gautier DIRCKX, President and CEO, BNP Paribas Canada

Gautier Dirckx is President and Chief Executive Officer of BNP Paribas (Canada) since September 3rd 2008. After obtaining a Business degree from the University of Leuven and a Master in Law from the University of Brussels, Mr. Dirckx joined BNP Paribas in 1997 as Senior Credit Officer for Structured Finance. In 2000, he held the position of Global Head of Credit for Energy Commodities Export and Project Finance and became a member of its Management Committee. In 2007, he was appointed Deputy Global Head of Commodity Finance in Paris. Before joining BNP Paribas, Mr. Dirckx held different positions for Banque Indosuez in Paris and SBC Warburg in London.

As President of IBM Canada Ltd., Dan Fortin is responsible for the strategic direction and day-to-day operations of the IBM organization in Canada. Most recently, Dan was Vice President of Small and Medium Business for IBM Americas located in New York City. Prior to that, he was Vice President of Business Partners for IBM Americas. Dan also played an integral role in the creation of ibm.com Americas, where he served as Vice President and led thousands of employees across North and South America to successfully transform IBM’s web and call centre infrastructure to better service clients through new channels. Dan is also the Acting Vice Chair for World Vision Canada’s board of directors, a member of the board of directors for both the Conference Board of Canada and the Toronto Regional Research Alliance, and a member of the Canadian Council of Chief Executives.

Varel FREEMAN Varel FREEMAN, First Vice President, European Bank for Reconstruction and Development (EBRD)

Mr. Freeman oversees all banking operations of the EBRD. He chairs the Operations Committee which reviews all investment and loan proposals before consideration by the Board of Directors, and oversees the formulation of the Bank’s strategy to effectively and efficiently promote the transition of the 27 countries where the EBRD invests. Mr Freeman is also a member of the Executive Committee of the Bank, which is chaired by the Bank’s President, and acts in his absence. He joined EBRD in June, 2006 from Baring Private Equity Partners, where he was Managing Partner responsible for Barings’ private equity investments in Latin America and Africa. Previously he was partner at Chase Capital Partners responsible for investments in Latin America. Before moving to the private sector, Mr Freeman was responsible for a substantial portfolio of sovereign lending at the World Bank and later at its private sector arm, the International Finance Corporation, was responsible for capital markets investments in Latin America and was Director of the Asia Investment Department.

Vince GAVIN Vince GAVIN, Deputy Chief, Chicago Office of Emergency Management and Communications

As an undergraduate, Mr. Gavin was a member of the Chicago Police Department and graduated from the National FBI Academy and US Secret Service Academy. In 1967 he was selected as the Director of Executive Protection for the late Mayor Richard J. Daley and from 1975-1979 was appointed Chicago Liquor Commission by Mayor Daley. In 1979 he joined Arthur Rubloff Real Estate as Vice President and Managing Director of Development and Management. He developed, managed and leased regional and strip shopping centers to secure tenants such as Walmart, Circuit City, Sam’s Club, Walgreen’s and other big boxes. In 1986, upon the director of Arthur Rubloff he became the Co-Executor of his estate which exceeded 1 billion in real estate assets. Since 1996 he has been the Director of Security and Governmental Operations for the Metropolitan Pier and Exposition Authority (McCormick Place/Navy Pier), McCormick Place being the World’s largest convention center and Navy Pier the biggest tourist attraction in the Midwest.

Chris GIBBON Chris GIBBON, Vice President, Global Social Services & Social Security, IBM United Kingdom

Mr. Gibbon is currently the Vice President and Global Industry Leader of IBM’s Social Services and Social Security business worldwide and Global Leader of IBM’s Government Shared Services Practice. Mr. Gibbon has a comprehensive understanding of the business and technical issues which government organizations face and is regularly invited to speak at customer conferences. Chris has published a number of papers on Social Security including a series on ‘The Use of e-business in Social Security in Europe’. Recently, Chris edited and published a book with his IBM Team entitled ‘Social System Industry Dynamics – A global perspective from IBM’. Chris has been involved in supporting many transformation projects in social security across the world. He has run executive programs for social security administrators on achieving modernization and supervises IBM’s research projects in this area.

Shawn GRAHAM Shawn GRAHAM, Premier of New Brunswick

On September 18, 2006, Shawn Graham was elected New Brunswick’s 31st Premier. Premier Graham has served as a member of the Legislative Assembly since his October 1998 by-election victory in the riding of Kent. He was re-elected in the general elections of June 7, 1999 and June 9, 2003. He wants New Brunswick to join the ranks of the ‘have’ provinces by the year 2026. He is committed to putting New Brunswick on the road to self-sufficiency by turning New Brunswick into a leader in energy conservation and generation, by building the best education system in the country and by making job creation a priority. In March 2009, his government unveiled the comprehensive Plan for a Stronger Economy to address the current economic crisis. The main components of the plan are a four-year strategy to return to balanced budgets; $1.2 billion for infrastructure and support for businesses; an aggressive tax reduction package for individuals and businesses; investments in priorities, including health care and education; and responsible management of government expenditures.

Angel GURRlA Angel GURRlA, Secretary-General, OECD

Angel Gurría came to the OECD following a distinguished career in public service, including two ministerial posts. As Mexico’s Minister of Foreign Affairs from December 1994 to January 1998, he made dialogue and consensus-building one of the hallmarks of his approach to global issues. From January 1998 to December 2000, he was Mexico’s Minister of Finance and Public Credit. As OECD Secretary-General, since June 2006, he has reinforced the OECD’s role as a ‘hub” for global dialogue and debate on economic policy issues while pursuing internal modernization and reform. Under his leadership, OECD has agreed to open membership talks with Chile, Estonia, Israel, Russia and Slovenia and to strengthen links with other major emerging economies, including Brazil, China, India, Indonesia and South Africa, with a view to possible membership.

Anthony HAINES Anthony HAINES, President and CEO, Toronto Hydro Corporation

Mr. Haines was appointed President and Chief Executive Officer of Toronto Hydro Corporation effective October 1, 2009. In 2006 he oversaw the development and Ontario Energy Board filing of a $1.2 billion strategy to modernize Toronto Hydro’s distribution system, renew its workforce and improve customer service. Under his leadership Toronto Hydro has almost completed the installation of smart meters at all customer locations, and in August it became the first utility in North America to begin the mass-billing of its customers through time-of-use rates. Prior to joining Toronto Hydro, Mr. Haines was the Chief Operating Officer with Hydro Ottawa Limited, and spent 15 years with Westcoast Energy Inc. in a variety of roles, including President and Chief Executive Officer for Enlogix Inc. He was also Vice-President of Strategic Planning for Union Gas, and Vice-President of Strategic Planning, Regulatory Affairs, Gas Supply and IT at Central Gas British Columbia Inc.

Dan HOORNWEG Dan HOORNWEG, Lead Urban Specialist on Cities and Climate Change, The World Bank

Mr. Hoornweg is a Lead Urban Advisor in the World Bank’s central Urban Advisory Unit. He joined the World Bank in 1993 and has worked in Sub-Saharan Africa, East Asia and the Pacific Islands, South Asia and Latin America and Caribbean regions. During that time he has worked with more than 400 cities. His urban career started in 1987 working with the Region of Peel and City of Guelph in Ontario. Mr. Hoornweg’s academic background includes degrees in Earth Sciences, Civil and Environmental Engineering. Beginning August 2008, Dan now leads the World Bank’s Urban program on cities and climate change, including management of the 2009 Marseille Cities and Climate Change Urban Research Symposium and urban studies and programming related to sustainable cities and climate change.

Bill HUTCHISON Bill HUTCHISON, Council Chair, i-Waterfront Advisory Council, Executive Director, Intelligent Communities Waterfront Toronto

Bill Hutchison chairs Waterfront Toronto’s i-Waterfront Advisory Council and he is Waterfront Toronto’s Executive Director, Intelligent Communities, responsible for ensuring that Toronto’s 2000 acres of revitalized waterfront lands become one of the world’s leading Intelligent Communities. Bill provides advice on strategic technology and economic development to other global clients through Hutchison Management International. Bill was Global Chair, Technology Industry for Ernst & Young and CEO and President of Consolidated Computer Inc, the first Canadian owned computer systems manufacturer that also established new records for the export sales of Canadian electronic products to Japan. Over the past thirty-five years Mr Hutchison has been recognized a number of times as one of the world’s leaders in the evolution and application of computer and telecommunication technology.

Warren JESTIN Warren JESTIN, Senior Vice-President and Chief Economist, Scotiabank

Dr. Jestin is Scotiabank’s Chief Economist and has been with the Bank for 31 years. He also has worked at the Bank of Canada and taught at several Canadian universities. Warren is on advisory boards for the University of Guelph Heritage Fund and the Sobey School of Business at Mary’s University. He has served on the C.D. Howe Institute’s Monetary Policy Council and has been involved with policy committees of the Canadian and Ontario Chambers of Commerce and the Toronto Board of Trade. Warren also has served on the Board of Markham-Stouffville Hospital Foundation. As Chair of Scotiabank’s Sponsorship and Donations Committee, Warren works closely with a wide variety of charitable institutions.

Jean LEMIERRE Jean LEMIERRE, Former President, European Bank for Reconstruction and Development (EBRD), Senior Advisor to the Chairman, BNP Paribas

Jean Lemierre took office as Advisor to the Chairman of BNP Paribas in 2008. He was President of the European Bank for Reconstruction and Development from 2000 to July 2008. Before, he was Head of the French Private Office of the Minister of Economy and Finance and Director of France’s Treasury. He served as a member of the European Monetary Committee and, prior to taking up his position at the EBRD, was Chairman of the European Economic and Financial Committee and Chairman of the Paris Club. Previously he had served as Head of France’s Internal Revenue Service, and Head of the Tax Policy Administration. Mr Lemierre is a graduate of Institut d’Etudes Politiques de Paris. He earned a degree in law, and graduated from the Ecole Nationale d’Administration.

Ron LEMIEUX Ron LEMIEUX, Minister of Infrastructure and Transportation, Manitoba

In 2006 Premier Gary Doer appointed Ron Minister of Infrastructure and Transportation. Previously he was Minister of Transportation and Government Services, Minister of Education and Youth, Minister of Culture, Heritage and Tourism, and the Minister responsible for Sport as well as the Minister of Consumer and Corporate Affairs. Before becoming an educator Ron worked as a recreation director. He was also employed as a provincial civil servant and brings with him an intimate knowledge of how government works. Ron earned his Bachelor of Arts and Bachelor of Education degree from the University of Winnipeg. He also completed Post Baccalaureate Certification in Education from the University of Manitoba.

Rob MacISAAC Rob MacISAAC, Chair, Metrolinx

As the first Chair of Metrolinx, Rob MacIsaac guided the new transportation agency through its first two years of development and the preparation of the first ever regional transportation plan for the Greater Toronto and Hamilton Area (GTHA). Titled the Big Move, the plan developed under Mr. MacIsaac’s leadership is the most ambitious transportation plan in North America, calling for the largest transit expansion in Ontario’s history. The $50 billion plan recommends over 100 transportation improvements over the next 25 years. During his term as Mayor of the City of Burlington, Mr. MacIsaac became well-known for his regional approach and progressive growth management ideas for the Greater Golden Horseshoe. As a member of the Ontario Smart Growth Panel, he led the effort to develop a vision and recommendations for a Smart Growth Strategy for Central Ontario.

Robert D. MANOGUE Robert D. MANOGUE, Director, Office of Bilateral Trade Affairs, U.S. Department of State

Mr. Manogue is the Director of the Office of Bilateral Trade Affairs in Economic and Energy Bureau. Before joining BTA, Mr. Manogue served in the Economic Section in Embassy Bogota, where he worked on trade issues such as the free trade agreement between the U.S. and Colombia.From 1998 to 2005, Mr. Manogue was an action officer in EEB working on trade issues. In that capacity, he participated in the negotiation of free trade agreements between the U.S. and Chile, Central America, Panama, Colombia and Peru. Prior to joining the State Department, Mr. Manogue worked as an international economist at the Commerce Department.

Carmine MARCELLO Carmine MARCELLO, Vice President, Asset Management, Hydro One

Carmine Marcello was appointed Senior Vice President, Asset Management in March 2009, responsible for the life cycle management of Hydro One’s transmission and distribution assets as well as Hydro One Smart Grid initiatives. Appointed Vice President, Corporate Projects in March 2007 in a newly created role, he was responsible for the supervision and delivery of corporate enterprise-wide Business Transformation projects. Mr. Marcello also has held a series of senior management roles, responsible for planning and maintaining the transmission and distribution businesses. Hazel McCALLION Hazel McCALLION, Mayor of Mississauga

Hazel McCallion was first elected Mayor of Mississauga in November, 1978, and is the longest serving Mayor in the City’s history. She was acclaimed in 1980, re-elected in 1982 and 1985, acclaimed again in 1988 and re-elected in 1991, 1994, 1997, 2000, 2003 and 2006. In 1991, Mayor McCallion became the first Mayor of a major municipality to submit the annual operating budget to residents for their input and scrutiny. She is also among the first mayors of major municipalities to be openly committed to a pay-as-you-go philosophy. The City has not had to borrow money since 1978 and is currently debt-free. Mayor McCallion also established the Greater Toronto Area (GTA) Mayors’ Committee in 1992. In 2007, Mayor McCallion was named a member of the Metrolinx Board of Directors.

Olaf Merk was Project Manager of the OECD Territorial Review of Toronto. He joined the OECD in 2005, managed the OECD Reviews on the metropolitan areas of the Randstad-Holland and Greater Copenhagen, contributed to several others (Cape Town, Guangdong-China, Venice) and did work on urban finance and fiscal federalism. He currently leads the OECD National Regional Policy Review of Switzerland. Prior to joining the OECD, he worked in the Netherlands Ministry of Finance. He has a Political Science degree from the University of Amsterdam.

Mayor Miller became a Metro councillor in 1994, and in 1997 he was elected to the new City of Toronto council where he served two terms. Mr. Murphy is President and Chief Executive Officer of the Independent Electricity System Operator. Mario Pezzini is in charge of the OECD activities that promote regional competitiveness and effectiveness of regional policies. Before joining the OECD, Mario Pezzini was Professor in Industrial Economics at the Ecole Nationale Superieure des Mines de Paris as well as in US and Italian Universities. On several occasions Mr. Pezzini has served as an advisor for international organizations (UNIDO, UNDP, and ILO) and think tanks in the fields of economic development, industrial organization and regional economics such as the Italian economics research institute, Nomisa. Eliot Phillipson received his M.D. with Distinction in 1963 from the University of Alberta. Dr. Phillipson is an elected member of the American Society for Clinical Investigation and Association of American Physicians, recipient of the Presidential Award of the European Respiratory Society, and holds an Honorary Doctor of Science from the University of Alberta.

Darryl PLECAS Darryl PLECAS, RCMP Academic Research Chairman, University of Fraser Valley

Dr. Plecas holds the RCMP University Research Chair in the School of Criminology and Criminal Justice at the University of the Fraser Valley (UFV) where he has worked for 30 years (serving as Chair of the School for various terms over 14 of those years). He has served as an Associate of the International Centre for Criminal Law Reform and Criminal Justice Policy at the University of British Columbia, as an Expert Observer to the 10th United Nations Congress on the Prevention and Treatment of Offenders, and on three occasions as an invited participant at the annual meetings of the United Nations Scientific and Professional Advisory Committee. Thomas PRENDERGAST Thomas PRENDERGAST, President and CEO, Translink

Tom received his degree in Socio-Technological Systems Engineering for Urban Transportation Systems from the University of Illinois and began his transportation career with Chicago Transit Authority as a planner. After serving as a Transit Safety Systems Specialist with the US Federal Transit Administration, Tom moved to New York’s Metropolitan Transportation Authority (MTA) where he assumed increasingly senior positions, to become the Senior Vice President for the famous New York Subway system. In 1994, he was named President of the MTA’s Long Island Rail Road. In 2000, Tom moved to the private sector, becoming Chief Executive Officer for the London Infrastructure Consortium. Prior to joining TransLink in July 2008, Tom was with the international consulting firm Parsons Brinckerhoff, where he served as president of their Transit and Trail Systems subsidiary and became Director of Services, Americas, overseeing over 3,000 infrastructure projects in North and South America.

Robert REICH Robert REICH, Member of President Obama’s Economic Advisory Board and Former U.S. Secretary of Labor

Robert B. Reich is Professor of Public Policy at the University of California at Berkeley. Reich served as the nation’s 22nd Secretary of Labor during President Bill Clinton’s first term. Currently Reich is an economic advisor to President Obama’s transition team. Before heading the Labor Department, Reich was a member of the faculty of Harvard University’s John F. Kennedy School of Government. He served as an assistant to the Solicitor General in the Ford Administration where he represented the United State before the Supreme Court, and he headed the policy planning staff of the Federal Trade Commission in the Carter Administration. Professor Reich is the author of 11 books and he has written more than 200 articles on the global economy, the changing nature of work and the centrality of human capital. He is a consultant to many governments and corporations.

Gil RÉMILLARD Gil RÉMILLARD, Founding Chairman, International Economic Forum of the Americas

Gil Rémillard was the Québec Member of the National Assembly for Jean-Talon from December 1985 to January 1994 and held the positions of International Relations Minister, Public Security Minister, Justice Minister, Attorney General and Minister Responsible for Canadian Intergovernmental Affairs. Mr. Rémillard is now a professor at the École nationale d’adminis­tration publique (ÉNAP) and Counsel for the law firm of Fraser Milner Casgrain. Mr. Rémillard holds a Ph.D in law and is a Doctor Honoris Causa of the Université d’Aix-Marseille. In 1994, Gil Rémillard was awarded the Médaille du Barreau du Québec, the highest honour awarded by this institution. In 2001, he has been appointed Member of the Order of Canada; In 2002, he was awarded The Queen’s Golden Jubilee Medal; In 2004, he was appointed Knight of the “Ordre national du Québec” and Knight of “l’Ordre de la Légion d’honneur” by the President of the French Republic. Gil Rémillard founded the Conference of Montreal in 1995 and later founded the Toronto Forum For Global Cities in 2006.

Michael J. SHIFFER Michael J. SHIFFER, Vice President, Planning, Translink

Michael Shiffer is Vice President for Planning at TransLink (the South Coast British Columbia Transportation Authority). There, he is responsible for planning activities that support the major roads, bridges, bikeways, freight and public transit networks in the Vancouver, BC region. Dr. Shiffer was formerly Vice President for Planning and Development at the Chicago Transit Authority (CTA). For over six years at the CTA, Shiffer led the strategic and operations planning efforts of the second largest public transit system in the U.S. He successfully managed several large-scale projects related to transit service development for increased ridership and led a team of over 70 professionals. Shiffer has also served as an academic for nearly 20 years. He has held faculty posts at both MIT and the University of Illinois.

Joel SZABAT Joel SZABAT, Deputy Assistant Secretary for Transportation Policy, USDOT

Joel Szabat is the Deputy Assistant Secretary (DAS) for Transportation Policy in the U.S. Department of Transportation. Szabat rejoined DOT in January, 2008 after eighteen months as Chief of Staff of the Small Business Administration. In 2005, Szabat directed the U.S. government’s $800 million transportation reconstruction program in Iraq. Szabat received a B.A. in economics and government from Georgetown University in 1981, and an MBA from Harvard Business School in 1988. Between Georgetown and Harvard, Joel was in the United States Army during the Cold War, commanding tank units patrolling the East-West German border. Szabat is from Sacramento, California. He is the founder of the International Leadership Foundation, a non-profit organization promoting public service for Asian American college students.

Vic TOEWS Vic TOEWS, President of the Treasury Board (Canada)

Vic Toews was first elected to the House of Commons in 2000 and re-elected in 2004, 2006 and 2008. In February 2006, Mr. Toews was appointed Minister of Justice and Attorney General of Canada and in January 2007, was named President of the Treasury Board. Prior to his election to the House of Commons, Mr. Toews was active in Manitoba provincial politics. In 1995, he was elected as the Member of the Legislative Assembly for Rossmere and shortly thereafter, he was appointed Minister of Labour. Prior to assuming her current position, Ms. Wilding was the President of the Mount Sinai Hospital Foundation, and President and CEO of Foster Parents Plan Canada (now Plan Canada). Since Ms. Wilding’s appointment, the Toronto Board of Trade has intensified its city-building efforts: promoting economic and community prosperity, advocating for sustainable infrastructure to maintain Toronto’s thriving business community, and strengthening local and regional governance to enhance Toronto’s economic competitiveness. As chief economist, Craig leads a team of economists providing economic, fixed income and foreign exchange research to RBC clients. Craig is a regular contributor to a number of RBC publications and is a key player in delivering economic analysis to clients and the media through the Economics Department’s regular economic briefings.
